    Outbound reports route to the correct fire marshal by jurisdiction, with every send blocked on ambiguity. Wrong-AHJ delivery is treated as a trust failure and is ship-blocking.

    A failed sprinkler hanger or a missing extinguisher tag becomes a line item on a fix proposal in one action. The proposal carries the photo evidence and the code citation that triggered it.
